This legislation establishes a 7% state income tax on any annual individual North Carolina taxable income over $1 million. It states that the existing tax rate reduction trigger does not affect this high-income tax rate. After covering the Department of Revenue’s administrative expenses, up to $100,000 a year, the measure sends the remaining surtax proceeds to the State Public School Fund. The State Board of Education will distribute these funds to local school administrative units on a per pupil basis. The bill is intended to take effect for taxable years starting on or after Jan. 1, 2026.
