State Rep. Allen Buansi has introduced a new bill aimed at reallocating state resources and boosting transparency in maternal and infant health initiatives, according to the North Carolina State House.

Known as HB 1120 and filed on April 29 during the 2025 regular session, the bill carries the short title: ‘Financial Effectiveness and Transparency Act.’

Specifically, the bill reduces $6.75 million in annual state funding to the Carolina Pregnancy Care Fellowship beginning with the 2026-27 fiscal year, reallocating those funds to the Department of Health and Human Services to expand established maternal and infant health programs such as Healthy Beginnings, Safe Sleep NC and Nurse-Family Partnership. Crisis pregnancy centers that receive state funding would be required to provide detailed annual reports outlining revenue, expenditures, personnel and client services, with these records made available to the public on request, minus personal health data. Clients would also be entitled to complimentary copies of their service records within 10 business days. The act is set to take effect July 1, 2026.
