The budget passed by the North Carolina General Assembly provides salary increases for state workers over the next two years and allocates funding for programs and capital projects.

Investing in rural communities strengthens the state as a whole. This funding will create over 320 jobs, creating economic opportunity and stability for North Carolinians.

The budget includes funding to expand UNC-Chapel Hill's computer science programs, with a commitment of $7.5 million in recurring funding and a one-time allocation of $2.5 million for startup funding in fiscal year 2023-24. The budget also supports the establishment of the School of Civic Life and Leadership, with $2 million in funding for fiscal years 2023-24 and 2024-25 to facilitate the school's development, as well as the initial recruitment of faculty and staff.

In addition, the budget earmarks resources for several critical capital projects. Notably, it provides $20 million in fiscal year 2023-24 and $30.5 million in fiscal year 2024-25 for the McColl Building addition and renovation at Kenan-Flagler Business School, contributing to a total allocation of $194.25 million aimed at expanding and enhancing the Kenan-Flagler campus. More than $15.7 million in fiscal year 2024-25 is designated for the renovation of Carrington Hall at the UNC School of Nursing, forming part of an $87.9 million allocation for the project. $25 million has also been secured for the renovation of Gardner Hall.

The U.S. government, in collaboration with North Carolina's Department of Finance, has allocated a substantial sum of $20,942.00 million in government grants, along with an additional $15,308.00 million in various forms of federal funding to benefit North Carolina residents. Eligibility for North Carolina federal grants is contingent upon possessing a citizenship certificate (green card) or a permanent resident certificate. These government grants in North Carolina are allocated across diverse sectors, with the majority of the budget allocated for business, education (including Pell and college grants), housing, veterans' assistance, and personal grants.
