Consent
The Council will consider approving five items by consent, including the adoption of a Vision Zero Resolution, which states that traffic injuries and deaths are not inevitable “accidents” but preventable crashes and commits to eliminating them on Chapel Hill streets. Discussion
Legislative Hearing: Conditional Zoning Application – Residence Inn and Summit Place Townhomes
The Council will resume the Legislative Hearing for a Conditional Zoning Application for the Residence Inn and Summit Place Townhomes (101-111 Erwin Road). The applicant proposes adding 54 hotel rooms to the existing hotel, adding a 52-condominium neighborhood—including seven affordable units, 16 parking spaces, and changing the zoning on the 17.7-acre site. The Council will consider: closing the Legislative Hearing, adopting a resolution of consistency, enacting and ordinance approving the application, and adopting a resolution to revoke the existing Special Use Permit.
Legislative Hearing: Glen Lennox Height Modification
The Council will resume the Legislative Hearing for an application for a Major Modification to the Glen Lennox Development Agreement for a Height Modification. Glen Lennox is broken into blocks; the requests are to add one story to blocks 4 and 9C and two stories to block 9B. The Council will consider closing the Legislative Hearing and adopting a resolution of consistency. The Council will then consider enacting an ordinance approving the height modification.
Legislative Hearing: LUMO Text Amendment – Revising Community Design Commission Rules
The Council will resume the Legislative Hearing on proposed revised rules in the Land Use Management Ordinance (LUMO) for the Community Design Commission (CDC). The Council will consider closing the Legislative Hearing and moving the rules from LUMO to the Council’s Advisory Board Membership Policy, reducing member seats, reducing quorum, and reducing concurring votes.
Updated Risk Assessment for Police Station
The Council will receive an updated report on the risk assessment for the Police Station (828 Martin Luther King Jr. Blvd), which is being considered for the North Carolina Brownfields Program to remediate the property and create a mixed-use redevelopment. The environmental consulting services firm Hart & Hickman will present their assessment findings, which will help the Town understand the risk and possible redevelopment scenarios.
Fiscal Year 2021 (FY20-21) Affordable Housing Annual Report
The Council will receive the Fiscal Year 2021 Affordable Housing Annual Report.
2200 Homestead Road
The Council will consider authorizing the Town Manager to execute a site development agreement with Self-Help Ventures Fund to prepare the land and infrastructure for the development of mixed income affordable housing at 2200 Homestead Road.
Concept Plan Review
Concept Plan review affords councilmembers the opportunity to provide individual reactions to the overall concept of the development, which is being contemplated for future application. Nothing stated by individual councilmembers can be construed as an official position or commitment on the part of a councilmember with respect to the position they may take when and if a formal application for development is subsequently submitted and comes before the Council for formal consideration.
5500 and 5502 Old Chapel Hill Road
The Council will provide feedback to the applicant of 5500 and 5502 Old Chapel Hill Road. The applicant is considering a multi-family residential property with approximately 90 units and approximately 126 parking spaces near US Highway 15-501 (Fordham Boulevard) and I-40. The Council will consider adopting a resolution transmitting comments to the applicant.
